Psychological Health Regulations & Code Released in Victoria

In Victoria, The Occupational Health and Safety (Psychological Health) Regulations 2025 have been made and will commence on Monday 1 December 2025. WorkSafe Victoria have also released a 112 page Compliance Code to accompany the Regulations.

The Regulations stipulate the requirement to identify, assess and control psychosocial hazards, and review risk control measures.

They also prescribe procedures for:

  • Proper installation, use and maintenance of risk control measures;
  • How to involve health and safety representatives in consultation;
  • Parties to the resolution of issues; and
  • Procedures for reporting and resolving issues.

Record Keeping

The Compliance Code provides reference to a WorkSafe Prevention Plan Template. Whilst there is much talk about documented prevention plans, the new Regulations do not mandate the development of a prevention plan but rather state that employers should choose a method of recording the risk management process to suit their circumstances.

This provides flexibility to integrate the psychosocial risk management process into existing management systems such as risk registers, risk assessments and actions plan, and meeting forums such as OHS committees, or governance forums.
